  • 1. What is IBCC?
  • IBCC stands for Inter Board Committee of Chairmen, Islamabad.

  • 2. What are the aims & objectives of IBCC?
  • Inter Board Committee of Chairmen (IBCC) was established in 1972 with a view to exchange in-formation among member Boards, coordinate activities of the Boards, achieve fair measure of uni-formity of academic, evaluation and curricular standards and to promote curricular and co-curricular activities on Inter Board basis. It provides a forum for discussion and consultation for the chief executives of the Boards and provincial Curriculum Bureaus on matters relating to development and promotion of Intermediate and Secondary Education and also Technical Education by making suitable recommendations to the Government. Besides, coordination of educational activities like curriculum, testing and evaluation, examinations, educational planning and administration are also considered by this forum.

  • 3. What are the main functions of IBCC?
  • IBCC functions are to achieve aims and objectives of IBCC. Besides IBCC have two important functions assigned to it which are as under:
    o IBCC decides and grants equivalence to foreign qualifications with corresponding Pakistani Certificates at the Secondary School Certificate (SSC) (Matriculation), Higher Secondary School Certificate (HSSC) (Intermediate levels) and technical education as well as local certificates / di-plomas with the comparable certificates awarded by the Boards. IBCC also converts foreign grades into Pakistani marks at SSC/HSSC level. On an average 40000 cases of equivalences are normally processed in a calendar year, in addition to the new cases which are decided during the Equivalence Committee meetings held from time to time.
    o IBCC has also been entrusted the assignment of attestation of certificates and diplomas, issued by the Boards of Intermediate and Secondary Education and Boards of Technical Education in Pakistan, for those candidates who want to go abroad for further/higher education and /or for employment purposes

  • 4. How do I get an equivalence certificate?
  • Required documents to apply for equivalence certificate: Original and copies of the qualification to be equalized (all certificates/diplomas) duly attested, and the transcript of records (mark sheet) for the qualification to be equalized. For detailed document requirement kindly also read equivalence application form.

  • 5. What are the required documents for equivalence?
  • Documents required for equivalence are as under:
    i. Documentary evidence of studies abroad. Original passport and attested photocopies, duly endorsed with visas of country concerned, in case of students from abroad.
    ii. Proof of registration for the Certificate/Diploma.
    iii. Attested copy of N.I.C. or Form 'B' of applicant/parent or tenderer.
    iv. Original & attested photocopy (back to back) of each Certificate/Diploma obtained from abroad along with English translation from National University of Modern Langua-ges, Islamabad or from the concerned Embassy.
    v. Printed / Photocopy of the syllabus from the official record of the institution conferring the Certificate (English version only).
    vi. Attested copy of earlier SSC equivalence certificate issued by IBCC/Copy of documents.
    vii. Original Provisional Certificate/Copy of letter with marks already issued by IBCC, if any.
    viii. In case of foreign national, nomination letter from EAD concerned embassy and admis-sion letter from University/College must be provided.
    ix. Certificates/Diplomas with plastic quoting are not acceptable for issuance of SSC/HSSC Equivalence Certificate. If the certificates of O/A level are plastic quoted, provide state-ment of result (s) (in original) or verified copies from the British Council.

  • 6. What are the requirements for duplicate equivalence certificates?
  • The requirements for duplicate equivalence certificate are as under:
    a. Application for issuance of duplicate equivalence certificate
    b. All Original documents for which equivalence is required.
    c. Photocopy of previous equivalence certificate
    d. Double fee
    e. Advertisement in a newspaper for loss of equivalence certificate
    f. An affidavit, duly attested by 1st class Magistrate on stamp paper of Rs.50/-

  • 7. What is the Procedure for submission of application for foreign, local equivalence?
    Filling of application form available at
    i. Original certificates along with Copy of Certificate for which equivalence is required (other than English Version, its translation from concerned University/Embassy or NUML)
    ii. Copy of Year-wise Transcript or Diploma Supplement or Graduation Statement/Record of study indicating date of admission and completion of degree (other than English Ver-sion, its translation from concerned University/Embassy or NUML)
    iii. Copy of passport indicating visa, entry and exit in respective country for study duration only
    iv. Copy of CNIC
    v. Equivalence fee Rs. 2000/- (non-refundable) for each degree/diploma through online bank account or a bank draft or pay order in favor of the Secretary IBCC, Islamabad.
    All the above original documents need to be presented for getting endorsement "Seen Original and verified" from IBCC Head office or IBCC Regional offices, La-hore/Karachi/Quetta/Peshawar/ Bahawalpur.
    vi. As per policy it is mandatory for the applicants to provide verification on genuineness of their diploma/certificate from concerned organizations, for detail please visit IBCC web-site.
    i. Filling of an application form.
    ii. Original and photocopy of each diploma/certificate. (9 to 12) along with CNIC and appli-cation processing fee as bank draft.
    iii. Photocopy of year-wise transcripts/DMCs/Result Cards indicating date of admission and date of completion along with duration of each semester/term.
    iv. Proof of registration from concerned professional body (in case of professional certifi-cate/diploma).
    v. Equivalence fee non-refundable for each certificate/diploma.
    vi. All the above mentioned documents in original need to be presented for getting endorse-ment "Seen original and verified" from IBCC Head Office or any IBCC Regional Cen-ters at the time of submission of application.

  • 8. What is O level and A level?
  • The General Certificate of Education (GCE) Ordinary Level, also called the O-level or O level, was a subject-based academic qualification. An O-level qualification is still awarded by Cambridge In-ternational Examinations in selected locations.

  • 9. What is GCE "O" level/GCSE equivalent in Pakistan?
  • GCE 'O' Level/GCSE is considered equivalent to Secondary School Certificate (SSC) subject to meeting the requirement of Scheme of Studies and for Pakistan based examinations, Eight subjects including Compulsory English, Mathematics, Urdu, Islamiyat, Pakistan Studies and three electives are required.

  • 10. How many subjects are compulsory for GCE 'O' levels/GCSEs in Pakistan?
  • If you are studying O levels in Pakistan, then you need a total of eight subjects including: English, Urdu, Islamiyat, Pakistan Studies, and Math's as compulsory subjects. The remaining three subjects are elective.

  • 11. Some of the important information regarding British Qualification (IGCSE/GCSE/GCE "O" and "A" Level):
  • i. The statement of result of 'O' and 'A' levels is valid upto maximum six months only.
    After Six months, original certificate is required and an application without the 'O' level / 'A' level certificate will not be entertained.
    ii. If a candidate passes 'O' level from abroad and appears for 'A' level from Pakistan or vice versa, he/she has to pass Urdu, Islamiyat and Pakistan Studies at SSC or 'O' level for obtaining Equivalence Certificate.
    iii. Copy of the Equivalence Certificate of 'O' level issued by IBCC and original of 'O' and 'A' level certificates must be provided for obtaining Equivalence Certificate of 'A' level.
    The candidate must have passed seven subjects before June 2006 & eight subjects from June 2006 & onward GCE O-Level, if he appears from Pakistan (including five compulsory sub-jects 'English, Mathematics, Urdu, Islamiyat/ethics for non-Muslims & Pakistan Studies' ) and five subjects, if he appears from abroad (including two compulsory subjects English and Mathematics).

  • 12. What are the requirements for equivalence of High School Diploma issued by US accred-ited schools?
  • Following documents/ credentials are required by IBCC for processing and grant of Equivalence Certificate i.e. SSC & HSSC (relevant Group):-
    i. Original High School Diploma (returnable).
    Non-returnable documents:
    ii. Grades 9 thru 12 original Official consolidated (4-years) Transcript duly sealed, signed and embossed by the issuing authority (recognized Accredited US Institution) and en-closed in an envelope to be opened by an officer or official of IBCC. Grade-9, 10, 11 and 12 Subjects with its credits should be recorded separately.
    Note: If a candidate has passed Grades 9 thru 12 educational qualification through more than one institution then he/she will have to provide original official transcripts of each institute separately along with copy of accreditation of the institution concerned. The final transcript must indicate 'transferred credits and subjects' of prior learning/previous education qualification obtained from other institutions/country in order to complete the Graduation Requirements of school from where he/she has obtained High School Diploma. Moreover, the total obtained credits must be equal to or more than required credits for Graduation of the concerned school for grant HSSC (Rele-vant Group) of Pakistan. Otherwise case of the student for equivalence will be considered incom-plete. In case of Prior Learning Education passed from BISE in Pakistan then you will have to pro-vide original SSC and HSSC issued by BISE. The original SSC and HSSC must be verified by con-cerned BISE. Non-verified certificates of BISE will not be accepted for Equivalence.
    iii. Date of entrance and discharge of the candidate in concerned institution(s).
    iv. Attested copy of Certificate of Accreditation of the concerned School with any one approved/recognized Accrediting Association of USA OR Con-cerned US State Department of Education, USA.
    v. Graduation Requirements (total earned credits by the student and total required credits for Graduation High School Diploma).
    vi. School Profile (i.e. High School Program Planning Guide/Course Description Guide etc.)
    vii. Original Advance placement Grade Report duly issued by AP College Board, USA, sealed/enclosed in an envelope to be opened by an officer or official of IBCC in case of AP Courses passed by you.
    viii. Explanation of abbreviation of the subjects and codes which are used in the student's transcript.
    ix. In case of early graduation, please provide proof from concerned institution/issuing au-thority.
    x. Attested Copy of Passport with valid visa portion, Stay proof during the study abroad, at-tested copy of CNIC of Pakistan and attested copy of Foreign Nationality.
    xi. Four photo copies of each educational document must be attached herewith.
    xii. In case of USA, three Science separate subjects i.e. Physics , Chemistry and Biology with complete one year credits as separate subject for Pre-Medical Group and Physics, Chem-istry and Mathematics with complete one year credits as separate subject for Pre-Engineering Group must be passed at High School level (Grades 9 thru 12) for issuance Equivalence Certificate.
    xiii. In case of Canada, Science (Physics, Chemistry & Biology) and Mathematics at both Grades 9 & 10 and three science separate subjects i.e. Physics, Chemistry and Biology/ Mathematics must be passed at both Grades 11 and as well Grade 12 (each year) for issu-ance of Equivalence Certificate of Pre-Medical/Pre-Engineering Group respectively.
    xiv. Prepaid return envelope of best courier service (e.g. FedEx, DHL, and TCS) should be at-tached herewith for sending back the original documents to the applicant.
    xv. As per policy of IBCC, educational documents of the student will be referred to con-cerned authority for verification/ clarification of the documents furnished to IBCC. Proper Equivalence Certificate will be issued after receipt of verification reply from concerned authority/institution.
    xvi. The students of US Institutions (AES/LPS) operating in Pakistan will have to fulfill IBCC Equivalence Criteria for US Schools (AES/LPS) operating in Pakistan for grant of Equiv-alence Certificate.
    xvii. As per rules of IBCC, education qualification obtained through 'Distance Learning Edu-cation System'/ 'Online System of Education'/ 'Home Study' cannot be considered for Equivalence of Qualification (107ECM-20).
    xviii. IBCC Criteria for American Schools (LPS/AES) operating in Pakistan must be fulfilled by the school/candidate for grant of equivalence of qualification.
    xix. As per resolution of Equivalence Committee (EC) of IBCC, Diplomas/Certificates could be considered for equivalence of only qualification of those US Institutions/schools which are fully accredited by any recognized Accrediting Association of USA or any State De-partment of Education, USA. (127ECM-17). The education qualification obtained through Institutions which are not accredited by any recognized Accrediting Association of USA or State Department of Education, USA cannot be considered for Equivalence of Qualification.
    xx. RULES FOR TRANSFERRED COURSES: According to rules of EC/IBCC that student will have to fulfill/complete the duration of the course/credits according to the concerned country's system of education e.g. minimum one year duration and credit for one science subject in US curriculum/Scheme of Studies (SOS) and four years dura-tion & credits for each science subject in Pakistani, Canadi-an and British Education System etc. are re-quired. Particularly Pakistani SSC (Science) courses transferred into US System of educa-tion may not be considered for conversion of marks & Equivalence of HSSC (relevant group). (115ECM-27).
    xxi. Number of Required subjects for Canadian Qualification: marks will be calculated on the basis of 10 academic required subjects (five from Grade-9 and other five from Grade-10) for equivalence of SSC and as well as 10 academic required subjects (five from Grade-11 and other five from Grade-12) for equivalence of HSSC.
    Number of Required subjects for US Qualification: marks will be calculated on the basis of 5 academic required subjects (five from Grades 9 and 10) for Equivalence of SSC and as well as 5 academic required subjects (five from Grades 11 and 12) for Equivalence of HSSC.

  • 13. What is meant by Intermediate with ACCA's Foundation Diploma?
  • ACCA's Foundation Diploma is recognised on the national education framework in Pakistan as a pathway to earn Intermediate equivalent qualification. Students are required to complete ACCA's Foundation Diploma and three additional exams from any Board of Technical Education of Paki-stan. Through this pathway students shall be awarded: Foundation Diploma from ACCA Intermediate Equivalence Certificate (Commerce Group) from IBCC.

  • 14. What is FSC in Pakistan?
  • Fsc stands for Faculty of Science. Most of the people are are confused with Fsc abbreviation. Some think that it the abbreviation of fundamental of science but this is wrong. Fsc stands for Faculty of Science and FA stands for Faculty of Arts.

  • 15. What is the difference between a diploma and a degree?
  • Diplomas are similar to certificates, and they're often awarded through community or technical schools.

  • 16. What is attestation?
  • An attestation is a declaration by a witness that an instrument has been executed in his or her presence according to the formalities required by law. It is not the same as an Acknowledgment, a statement by the maker of a document that verifies its authenticity.

  • 17. How can I attest my Matric (SSC)/Intermediate (HSSC) certificate (sanad)?
  • Step 1: Remove plastic coating before depositing certificates for attestation.
    Step 2: First verify certificates from the issuing boards.
    Step 3: Fill up online Application Form for Attestation.
    Step 4: Deposit prescribed attestation fee in National Bank of Pakistan.
    Step 5: Visit IBCC office on given appointment time alongwith the certificate(s) you want to attest and verified certificate(s) from the concerned Exam Board/authority in a sealed envelope.

  • 18. How do I attest school leaving certificate from IBCC?
  • Requirements for Attestation of School Leaving Certificate by IBCC are as under.
    o Progress report Result Card issued by the school concerned.
    o School Leaving Certificate duly attested by EDO (Edu)/DEO/Concerned Directorate of Education.
    o Copy of School Registration as (Evidence of Registration).
    o Copy (Register Page) of Admission withdrawal.
    Process of attestation of school leaving certificate.
    Step 1: Remove plastic coating before depositing certificates for attestation.
    Step 2: Complete all the above requirements.
    Step 3: Fill up online Application Form for Attestation.
    Step 4: Deposit prescribed attestation fee in any National Bank of Pakistan.
    Step 5: Visit IBCC for the certificate you want to attest on given appointment time.

  • 19. Does the IBCC seal documents for Foreign Evaluation Agencies e.g. WES, ICAS, etc.?
  • Yes, only the IBCC attested documents are sealed on the request of applicant and handed over to the applicant for onward submission to the relevant agency.

  • 20. I have lost my diploma/certificate attested from IBCC. What should I do for the attestation of my duplicate diploma?
  • Please, provide the original FIR/affidavit along with the newspaper showing the announcement of lost diploma. The duplicate diploma/transcript must reflect the word 'Duplicate' on the face of orig-inal document. The attestation case of Duplicate diploma/transcript is only processed if the diploma holder presents documents by him/her-self or through his/her real blood relation nominee.

  • 21. How can I fill the form for attestation of Equivalence Certificates issued by IBCC?
  • Please select relevant qualification e.g. SSC/HSSC and then select the awarding body as IBCC and in program select title as O-level or A-level Equivalence Certificate.

  • 22. Do the Regional offices of the IBCC's Secretariat at Lahore, Karachi, Peshawar Bahawalpur and Quetta attest diploma/certificate?
  • Yes, the IBCC Regional offices at Lahore, Peshawar, Karachi, Bahawalpur and Quetta, provide full attestation services.

  • 23. I have got revised my already attested certificate/marks sheet from IBCC. What should I do for the attestation of revised diploma/transcript?
  • Applicant has to provide/submit the original IBCC Attestation Ticket pasted on the back side of diploma/transcript already attested by IBCC. Moreover, the revised diploma/transcript must reflect the word 'Revised' on the face of original document. The attestation case of revised diplo-ma/transcript is processed only if the diploma holder presents documents by him/her-self or through his/her real blood relation nominee.

  • 24. Does IBCC attest Degree?
  • No, Bachelor Degrees and onward higher education degrees are attested by the Higher Education Commission (HEC).

  • 25. Does IBCC attests laminated diploma/transcripts?
  • No, the applicants are advised to remove lamination from the diploma/transcripts and then apply for attestation.

  • 26. Does IBCC attest transcripts for incomplete studies?
  • Yes, transcripts for incomplete studies signed by the Controller of Exams of the respective Board are attested, provided that is clearly mentioned on the transcript.

  • 27. Is it necessary for the applicant to come in person for attestation?
  • No, it is not necessary for the Diploma/certificate holder to come in person. He/she can get diplo-ma/certificate attested through his/her blood relations or through authorized person by giving au-thority letter to him/ her but the authority letter should be signed by the applicant himself and duly attested by class-1 Gazette Officer.

  • 28. How much time does IBCC take for attestation of documents?
  • Diploma/transcripts if presented in person at IBCC Islamabad are attested in 24 hours and issued on next day (on scheduled date). However, it takes 3 working days at Regional offices of IBCC.

  • 29. Does IBCC attest foreign certificates/Diploma?
  • No, foreign certificates/Diploma are not attested by the IBCC. However, the IBCC determines their equivalence and equivalence letter can be attested by IBCC if requested by the applicant.

  • 30. Does IBCC attest "Bonafide Student Certificates" or "To Whom It May Concern" certifi-cates issued by the institutes?
  • No, "Bonafide Student Certificates" or "To Whom It May Concern" certificates are not attested by the IBCC.

  • 31. I got objection from embassy regarding attestation of IBCC. What should I do?
  • Please, personally visit the IBCC Islamabad office for Post Attestation Correction along with all Original documents as well as CNIC.

  • 32. Embassy is asking for re-verification of already attested certificate. What should I do?
  • IBCC online attestation is for life time. So, there is no need for re-verification. However, if the certificates were attested before online system and attestation official has been changed meanwhile, then IBCC re-attest those certificates on submission of prescribed fee and subject to fulfillment of requirements.

  • 33. I have forgotten my password of IBCC account as well as password of e-mail account en-tered in IBCC profile.
  • Please send your request for retrieval of password at system@ along with front & back scanned copies of your CNIC and scanned signature as on CNIC. Also, confirm the email address entered in IBCC database, while creating your account.

  • 34. How is CNIC number entered in the online application form?
  • Enter only digits part of CNIC e.g. CNIC No. 17301-1667936-8 will be entered as 1730116679368.

  • 35. I have wrongly entered my educational details. What should I do for its modification before attestation?
  • Applicant can modify/update information by signing-in the IBCC attestation profile before booking of appointment.

  • 36. Where is IBCC's Secretariat located?
  • IBCC Secretariat is located at Plot No 25, Street No 39, G-10/4, Near Federal Govt. Employees Housing Foundation Islamabad, Pakistan
